Although he was unwilling with do this, he still done bad things. He still killed people. We understand that he had force to do those things under the strong pressure from Nazi, and we know why he said that "I was just following the order". Basically, I think he was a victim, force to do something that cause him to bad consequences. But if he said he was following the order, means that he did do something harmful to people and was going to prosecute by others.
